inventory checks

Whether furnished or unfurnished accommodation without a good pre tenancy inventory check your claim for damages at the end of a tenancy is almost worthless. This is not a complicated process but it is time consuming. Download our Inventory Form to do it yourself. We do this as part of our Property Management Service. Find one of many specialist companies that will do this for you.

These all follow on from doing a detailed inventory of the accommodation. It is important that all pages of the inventory are signed / initialled by the landlord and tenants (at least by one of the tenants). the same document is then used at the end of the tenancy to decide whether there is any damage other than fair wear and tear for the period of the tenancy. Once signed the new tenants must be given a fair period of time to check the inventory and to dispute any description - usually 10 days. Also the inventory check will be used to refer to during the interim checks. It is always best to be able to agree any costs for damage at the end of the tenancy. Interim checks should be carried out every 2 to 3 months. This ensures that any leaks or problems get noticed - don't rely on the tenant to report problems early even though this may be a clause in the agreement. Also from a legal and insurance point of view - if you do not do regular checks to monitor the condition of your property then it may jeopardise your insurance cover if you need to make a claim.

hazard safety assessments

a reasonably straight forward approach to

1 identify hazards

2 assess the severity and likelyhood of it occurring

3 how minimise or remove the risk

4 to record actions taken

the easiest way is to see an example of an assessment and to use a form with a good  format.

It is not a legal requirement to do a hazard assessment but if any accident occurs in your house it will be seen that you have taken reasonable measures to minimise risks  reduce any risk of prosecution of claim. A Accredited Landlord will always carry out a hazard assessment and take all reasonable measures to remove or reduce risks of hazards.

fire safety assessments

a very similar process to the hazard assessment but a lot more technical knowledge is required as a lot of legislation applies. The fire brigade will carry out a fire assessment on properties if asked.

electrical safety certificates

These are not a legal requirement but highly recommended. It does not check that the house is wired to the latest standards - it checks that the wiring is safe, it checks the quality of the insulation and the integrity of the earthing. There will be minimum recommendations that all the bathroom appliances (bath taps etc radiators) are earthed and that you have a modern distribution board. This test costs approx £150 excluding any recommendations costs.

So when buying a house check that it has a modern distribution box with rccd safety switch and overload trips not wire fuses, that you can see evidence of earthing wires under the bathroom taps and radiator and that you can see an earthing strap around the main power supply into the meter box. If the house has these any electrical upgrading will be minimised.

 

 

gas safety certificate

This is a legal requirement and must be done prior to any occupancy. It has to be redone every 12 months on all gas equipment in a house. It has to be done by a qualified gas engineer registered with GAS SAFE (the corgi engineer system now does not qualify an engineer to carry out gas safety tests). If you regularly use the same gas engineer they may treat the test like a car mot and if retesting a house within a short period of the certificate expiring will date the new certificate from the expiry date of the old certificate - not from the test date.

pat - portable appliance testing

This is not a legal requirement and applies mostly to furnished accommodation (and unfurnished if you are supplying kitchen appliances). This test checks that the insulation and earthing of anything with a plug on it is safe. A label is attached to the appliance to show that it has been tested and with a retest date usually 1 to 2 years. Even though this is not a legal requirement if a tenant was electrocuted on a piece of equipment supplied by the Landlord - the landlord can still be prosecuted and sued for not showing a duty of care - depending on the state of the equipment supplied.

electrical fittings (testing and visual) safety checks

The very minimum electrical safety checks that any Landlord can do are simple visual and polarity checks on all electrical fittings.

Visual checks are simply looking for damage, cracks, splits, blackening of the fittings. Any signs of problems then the fitting should be replaced.

A polarity checker can be purchased for a few pounds from most hardware stores. It is plugged into each socket and it checks that the polarities are correct - if it identifies a problem then the socket has been wired incorrectly. A competant DIYer should be able to correct this.

These easy safety checks should be the minimum a Landlord does between tenancies and even for the interim inspection checks.

approved gas engineer check

Corgi gas engineer registration is now defunct. A GAS SAFE registered engineer are only authorised to carry out gas safety checks and issue gas safety certificates. it is the Landlords responsibility to ensure that an engineer is qualified to carry out the right checks on the different gas fittings in the house. Go to the GAS SAFE website to either check your gas enginee is registered or to find a selection of qualified engineers in your area.

approved electrical contractors

There is a similar organisation that registers electricians which is the IEC. Any electrician employed to do work in a house must be registered as any insurance claim could be nullified.

security and alarms

Many houses are fitted with burglar alarms - these can make a house more attractive to potential tenants but the system must work and be reliable. Usually these only need maintenance when they go wrong which is usually to replace the backup battery when it fails. A simple check is to switch the electric power off at the mains switch - if the alarm goes off then the battery most likely needs replacing.
